I checked Walter Rimler's book "A Gershwin Companion" and found the following info - the song was published in the March 2, 1919 issue of the New York American (who sponsored the contest) but has not appeared since and was never formally published. Gershwin (and lyricist Michael E. Rourke) won honorable mention and fifty dollars but for some strange reason the name of the winner of first prize seems to be lost.
